Programme-Based Budget is presented to give budgetary effect to Machakos County Integrated&#13;
Development Plan (2018-2022), and the 2019/20 Annual Development Plan&#13;
Section 104 of the County Government Act 2012 states that; a County Government shall plan for&#13;
the County and no public funds shall be appropriated outside a planning framework developed&#13;
by the County Executive Committee and approved by the County Assembly.&#13;
These PBB estimates are also guided by a three-year Medium-Term Expenditure Framework&#13;
covering the period from 2019/20 to 2021/22. The estimates are further informed by final&#13;
authorized budget ceilings communicated by the County Assembly through the County Fiscal&#13;
Strategy Paper 2019.

The CIDP is itself a representation of the social and economic development aspirations of the&#13;
people of Machakos County, recognizing that these are consistent with the aspirations of all of&#13;
the people of Kenya under Vision 2030 and the 2018-2022 National Medium-Term Plan. In line&#13;
with the requirements of the Public Finance Management Act (PFMA), 2012.&#13;
These PBB estimates are also guided by a three-year Medium-Term Expenditure Framework&#13;
covering the period from 2018/19 to 2020/21; the first three years of the CIDP. The estimates are&#13;
further informed by final authorized budget ceilings communicated by the County Assembly&#13;
through the County Fiscal Strategy Paper (CFSP) process for 2018/19-2020/21.&#13;
The presentation of the 2018/19 PBB Estimates represents the culmination of a highly&#13;
consultative and participatory process that involved extensive public participation in CIDP and&#13;
ADP preparation, CFSP presentation and, eventually, the budget estimates. Contributions,&#13;
comments and criticism were welcomed and openly addressed.

The county of Machakos has experienced an unprecedented increase in SGBV over the last ten years resulting from an increase in drug abuse and the proliferation of illicit liquor. As highlighted in the County’s Draft Gender Policy (2021) the county has a low understanding of the concept of gender, entrenched ideas of gender roles and negative social attitudes that create an environment that fosters Sexual harassment. According to the policy there is lack of knowledge and understanding of Sexual harassment laws, legal rights and individual responsibilities towards combating Sexual harassment. Additionally, there has been insufficient and inconsistent coordination of prevention and response programmes and implementation (Machakos County Draft Gender Policy, 2021)&#13;
Therefore, the policy provides guidelines to identify, prevent and respond to sexual harassment incidents experienced in public transport systems and the associated spaces. It also provides procedures for duty-bearers to handle claims, address incidents and support sexual harassment survivors to recover. Sexual harassment in public spaces is a significant violation of human rights and is recognized as a criminal offence according to the Sexual offenses Act 2006. However, such cases persist to the point of being normalized. Research reveals that female commuters don’t recognize behaviors like staring, leering and groping as forms of sexual harassment. The policy is based on the following three legislations on Sexual Harassment in Kenya.

Physical planning in the past has suffered from many deficiencies, of which the most important ones were the inflexibility of the instrument and the difficulties of updating it; the other has been the split between planning and implementation. Capital Investment Plans (CIPs) are intended to help bridge this gap by providing practical and realistic guidance regarding the next steps in implementing the capital development aspects of the plan. In order to be realistic CIPs must have two very important qualities. The first is to be affordable within current budgetary conditions. The second is to respond to real priorities in terms of the expectations of the stakeholders and technical needs of the town as conceived by the staff. There is a potential for the priorities of the stakeholders and technical experts to be different: this report addresses this problem.

The 2021 County Budget Review and Outlook Paper (CBROP) is prepared pursuant to Section 118 of the Public Financial Management Act, 2012. It reviews the fiscal performance for the Financial Year 2020/2021 besides providing information on local, national and global economic developments as well as financial forecasts in the medium term. The outbreak of CoVID-19 devastated global economies disrupting businesses and livelihoods. However, global growth in 2021 is projected at 6.0% from a contraction of 3.2% in 2020. The Sub-Saharan African region is estimated to have contracted by 2.6% in 2020 from a growth of&#13;
3.2% in 2019. On the domestic scene, the economic growth is expected to rebound to 6.2% in FY 2021/2022 and remain above 6.0% over the medium term. The County Government will continue to implement key strategic programmes to reinforce economic growth in 2021.
