The 2022 County Fiscal Strategy Paper is the 9th to be prepared by Makueni County Government. The 2022 CFSP outlines the strategic priorities, programmes and development agenda for FY 2022/23. The 2022 CFSP is prepared pursuant to Public Finance Management Act, 2012 (PFMA) Section 117 and outlines the development framework for the FY 2022/23-FY 2024/25 Medium Term Expenditure Framework (MTEF) Period.&#13;
The FY 2022/23 budget will be geared towards stimulating the growth of the local economy following the negative effects of COVID 19 pandemic. The budget theme will be enhancing community-driven development for building community resilience for sustainable development and prosperity in line with ensuring households achieve growth in incomes in spite of the persisting shocks. The budget will be guided by six principles namely; deepening equitable development; accelerating community-led development; disaster risk management and resilience building; accelerating post Covid-19 pandemic recovery; enhanced access to universal healthcare services and universal water coverage.

The 2020 Makueni County Fiscal Strategy Paper (CFSP) sets the County Government priority programs to be implemented through the medium-term period 2020/21– 2022/23. The programs and policies herein reflect the concerns of the Makueni Citizenry and are anchored under the CIDP 2018-2022 and the 2020/21 Annual Development Plan. The theme for development for FY 2020/21 will be ‘Integrated community development for increased household income and empowerment opportunities for the youth. The Government has prioritized programs aimed at increasing the household income. This will be through accelerating rural economic development through investment in the productive sectors of the economy, Promotion of savings and investment among the households and Public sector restructuring and reorganization to enhance efficiency and productivity. In investing in the productive sectors of the economy, the Government has prioritized interventions geared towards enhancing the county agricultural production, which contributes 47 Per Cent of the local county gross product and a source of livelihoods to 78 Per cent of the people in Makueni. The Government will also be keen in enhancing value addition for agricultural products and sand, which is expected to increase household income and generate employment amongst the youth.

he County Treasury is mandated by the Public Finance Management Act, 2012 (PFMA)&#13;
Section 117 to prepare and submit, to the County Assembly, the County Fiscal Strategy Paper&#13;
(CFSP) by 28th February each year. As per the PFMA Section 117 (7), the County Assembly&#13;
is required to consider and may adopt the CFSP with or without amendments not later than&#13;
fourteen days after submission by the County Treasury. The County Treasury is mandated to&#13;
publish and publicize the CFSP within seven days after it has been submitted to the county&#13;
assembly. In doing so, The County Treasury is required to consider recommendations made by&#13;
the County Assembly while adopting the CFSP and incorporate the comments while finalizing&#13;
the Budget estimates.&#13;
The CFSP specifies the broad strategic priorities and policy goals that will guide the county&#13;
government in preparing the FY 2020/21 budget and over the medium term. It also contains&#13;
the financial outlook with respect to county government revenues and expenditures for the&#13;
coming financial year and respective sector wide ceilings limits over the Medium term.

The 2017 Makueni County CFSP sets out broad strategic priorities and policy goals that will guide the County Government in preparing the FY 2017/18 Budget. The broad focus of the paper is for wealth creation for socio-economic transformation as outlined in Vision 2025. &#13;
