TThe County Fiscal Strategy Paper (CFSP) highlights policy priorities of the County&#13;
Government of Nyandarua for implementation over the medium term. The policies includes&#13;
five transformative pillar strategies focusing on: (i) Continuous improvement of the&#13;
infrastructural facilities to transform the County economy; (ii) Investing in quality and&#13;
accessible health care services and quality education; (iii) Offering quality and accessible&#13;
services to the people; (iv) Improvement in resource mobilisation for sustained development;&#13;
(v) Tapping the under exploited and un exploited resources.&#13;
The County is dependent on the economic performance of the globe and Kenya and is&#13;
therefore hooked on the formulation and implementation of practical strategies and policies&#13;
on the basis of the global and Country’s economic performance. Kenya’s economy continues&#13;
to be robust and elastic, basically as a result of effective structural reforms and reliable&#13;
economic policies. On the same note, Nyandarua County is operating on a generally stable&#13;
macroeconomic environment appropriate for attaining the stated policy priorities and better&#13;
service delivery. Thus, it is prudent to have a strong economic underpin and fiscal discipline&#13;
to aid in the creation and proper utilization of resources. The CFSP outlines the MediumTerm Fiscal Framework, which offers mechanisms for entrenching sustainable growth and&#13;
development for efficient service delivery in Nyandarua County. This calls for openness,&#13;
transparency, accountability, responsiveness, and abiding by the rule of law to facilitate fiscal&#13;
discipline and maintain macroeconomic stability.

TOne of the key stages in the county budget cycle is the preparation of the&#13;
County Fiscal Strategy Paper (CFSP). This is an annual paper that shows the&#13;
various fiscal strategies a County Government intends to employ to meet its&#13;
overall objective of improving the livelihoods of its citizens.&#13;
As a build-up on the County Budget Review and Outlook Paper (CBROP) 2015&#13;
which analysed the performance in the 2014/2015 financial year’s budget,&#13;
scanned the current year’s fiscal environment and provided an outlook for the&#13;
2016/2017 and the medium term, this CFSP shows the allocation of&#13;
resources in all sectors and programmes. Key considerations in all the sectors&#13;
are the priorities as put forth in the CIDP 2013-2017 and the ADP for the&#13;
2016/17 FY. In ensuring fulfilment of the 2016/17 budget aspirations, whose&#13;
theme is “Achieving sustained development and economic empowerment of the&#13;
people”, the following pillars will need to be addressed:a) Continuous&#13;
Improvement of the Infrastructural facilities within the county; b) Investing in&#13;
quality and accessible health care services and quality education; c) Offering&#13;
quality and accessible services to the people; d) Improvement in resource&#13;
mobilization for sustained development; and e) Tapping the under exploited&#13;
and unexploited resources.

<description>Nyandarua County Fiscal Strategy Paper 2015
TSince the dawn of devolution, just under two years ago, the Nyandarua County government has&#13;
financed a massive expansion of services to all citizens of the County, with a particular focus on the&#13;
poor who are largely engaged in the agricultural sector. We have done so in a sustainable way,&#13;
ensuring that our public finances remained healthy so that we could continue doing our part in building&#13;
the society envisioned in the Kenya vision 2030.&#13;
The 2015 Medium Term Budget Policy Statement provides a roadmap to safeguard the county public&#13;
finances. Since the three- year moratorium on county debt is still in force, the county government&#13;
proposes a fiscal package that balances the expenditure ceiling with increased tax revenue over the&#13;
next two years. This will ensure that there is no budget deficit for the county.&#13;
Continued fiscal consolidation will secure the county public finances on a sustainable footing but we&#13;
will also approach budgeting for the next financial year with a greater focus on long-term expenditure&#13;
planning and alignment with the national government’s policy objectives.&#13;
In considering these proposals, we must emphasize that containing expenditure growth will not&#13;
compromise front-line services. Key social programmes will be protected and the county government&#13;
will continue to roll out its capital investment programme especially in the roads sector as well as&#13;
construction of county buildings to bring services closer to the people.
