<description>Kirinyaga County Integrated Development plan 2013-2017
The Kirinyaga CIDP was prepared by the County secretariat led by the County Transition Coordinator and the County Development Planning Office in close collaboration with various stakeholders including government departments, civil society organizations, community groups and the private sector. The Ministry prepared guidelines on preparation of the CIDP while the ministry of Devolution and planning sub- county staff provided backstopping services and support to the county teams during the preparation process.  The County Integrated Development Plan has eight (8) chapters. Chapter one gives the general information on the socio-economic and infrastructural information that has a bearing on the development of the county. The chapter provides description of the county in terms of the location, size, physiographic and natural conditions, demographic profiles as well as the administrative and political units. In addition, it provides information on infrastructure and access; land and land use; community organizations/non-state actors; crop, livestock and fish production; forestry and agro forestry; environment and climate change; mining; tourism; industry; employment and other sources of income; water and sanitation; health access and nutrition, education and literacy; trade, energy, housing, transport and communication, community development and Social Welfare. Detailed data is presented in the fact sheet which is given in Appendix I.

<description>Kirinyaga  County Integrated Development Plan  2018-2022
This CIDP draws its development agenda from Vision 2030, the county’s&#13;
Sessional Paper 2032 and the views of the public gathered during various&#13;
public participation forums held in the four constituencies namely Mwea, Ndia,&#13;
Gichugu and Kirinyaga Central in December 2017. The basis of the &#13;
viii&#13;
development of this CIDP is a departure from the previous model where&#13;
development planning was done with little or no involvement of the intended&#13;
beneficiaries. In essence, the inclusion of the public in development planning&#13;
was created through the Constitution of 2010 which rightly recognized the&#13;
important role that beneficiaries play in the determination of their destiny. As&#13;
a County we have upheld this principle ad will continue to so uphold.&#13;
This CIDP further takes cognizance of the fact that not all functions have been&#13;
devolved as such there is a strategic need to leverage on the national&#13;
government. As such, the county will not only partner with the national&#13;
government in the realization of its development agenda as stipulated in this&#13;
CIDP, but it will also partner with development partners as well as adapting a&#13;
Public Private Partnership (PPP) approach in realizing select projects. The&#13;
County will indeed synergize with the National Government to ensure that the&#13;
county significantly contributes to the realization of Vision 2030 which is the&#13;
priority of Kenya as at this time.&#13;
Despite the scare resources due to the competing development needs of the&#13;
county as stipulated in this CIDP, the County will endeavor to equitably allocate&#13;
the available resources to ensure equitable development and redistribution of&#13;
or the implementation of development projects. Through the application of&#13;
wisdom, knowledge and the county will put in place effective and efficient&#13;
monitoring and evaluation systems that will see to it that projects are&#13;
implemented within the given timelines.
