<description>Turkana County Budget Estimates 2021/2022
This budget was consultatively prepared in line with Section 125 of the Public Finance&#13;
Management Act, 2012. It integrates the Government’s plans, objectives and the available&#13;
estimated resources provided by the Annual Development Plans (ADPs) for 2021/22 generated&#13;
by the various Sector Working Groups (SWGs). This budget is aligned to the Turkana County&#13;
Integrated Development Plan (CIDP) 2018-2022 and Turkana County Fiscal Strategy Paper&#13;
2021 approved by the Turkana County Assembly. The concept or model of Programme Based&#13;
Budgeting is used to ranslate this budget into programmes that provides stakeholders with a&#13;
basis of tracking and interrogating budgetary allocations for the various County Government&#13;
Entities.&#13;
The FY 2020/21 budget mirrors the Governor’s 5-Point Agenda and the National Big Four&#13;
Agenda. To achieve this collective responsibility, the county has focused resources on Food&#13;
Security, accessibility to clean and potable water, access to affordable health-care and basic&#13;
education, partnerships and peace-building. Prioritization and completion of stalled projects is&#13;
highly considered to enaure that the promises, objectives and targets outlined in CIDP 2018-&#13;
2022 are achieved within the period

The development of the County Disaster Risk Management Policy is a major step&#13;
towards achieving sustainable development in line with county, national and international&#13;
frameworks. The policy will facilitate the effective coordination at all levels by leveraging&#13;
on collective capacity by Government, communities and other stakeholders towards&#13;
effective disaster preparedness, mitigation, response and recovery.&#13;
This policy calls upon all sectors and stakeholders to pursue proactive, integrated,&#13;
innovative and realistic strategies with strong partnerships and networks for sustainable&#13;
development. The policy guides all government, non-governmental organisations, private&#13;
sector, media and development partners to effectively integrate disaster risk management&#13;
programmes in all sectors.&#13;
The policy proposes establishment of comprehensive institutional and legal framework,&#13;
political commitment as well as provision of adequate resources for Disaster Risk&#13;
Management.

This County Fiscal Strategy Paper (CFSP 2020) is the 7th edition since the advent of devolution to be prepared by the Turkana County Government. It is intended to foster the implementation of the 2nd generation CIDP (2018-2022) and the MTP III (2018-2022). Through this document the County Government has set out priorities which will lead to the realization of the governor’s manifesto with emphasis on food security, infrastructure and accessibility to quality water, health care, education and partnerships building over the medium-term period. The Turkana County FY 2020/21 priorities are based on the second generation CIDP (2018-2022), Annual Development Plan (ADP) 2020-2021, the Kenya Vision 2030 and the MTP III. The finalization of this CFSP 2020 was informed by the provisions and guidelines as per the PFM Act 2012 and the PFM (County Government Regulations 2015).

The Turkana County Fiscal Strategy Paper 2020 recognizes that available resources are scarce and hence the need to focus on the County government’s priority programs. <description>Turkana North District Development Plan 2008-2012
Turkana North District is situated in the northern half of the Rift Valley Province. It is one of the 43 districts of the Rift Valley Province. The district is administratively divided into seven divisions, 26 locations and 72 sub-locations. The district is administered under Turkana county council. Settlement pattern in the district is determined by the availability of pastures and social facilities mainly found in urban centers. Turkana people under normal circumstances settle in the plains. However due to variations in weather, very few of them settle permanently in one place. Kakuma division has the largest number of people due to the presence of refugees' camp in the town that has led to the concentration of many NGOs that are providing employment to the local people. In addition, the division has good climate, fertile soils and frequent rains making farming a viable venture.
