<description>Turkana County Annual Development Plan 2020/2021
This is the third plan in a series of Annual Development Plans to be implemented during the&#13;
2018-2022 plan period. It is a transition plan from the 2013/17 CIDP to the 2018-2022 one&#13;
and its preparation has been informed by the need to provide linkage between the two sets of&#13;
planning documents. Priority programmes and projects captured in this plan have therefore&#13;
been carefully designed to build on the gains made from implementing the first CIDP while&#13;
focusing ahead, in accordance with Article 220 (2) of the Constitution of Kenya.&#13;
The basis for preparation of the Annual Development Plan is particularly provided for under&#13;
section 126(3) of the PFM Act 2012. The County Executive Committee Member&#13;
responsible for planning to submit the Annual Development Plan by and not later than 1st&#13;
September of each year to the County Assembly for approval. These programmes and&#13;
projects when successfully implemented will feed into the broader agenda of Transforming&#13;
the county economy through infrastructure and socio-economic development”.

<title>Turkana County Annual Development Plan 2015/2016</title>

<description>Turkana County Annual Development Plan 2015/2016
CTurkana County is situated in the North Western part of Kenya. The County is&#13;
administratively divided into 7 sub-counties, 30 wards, 56 locations that are further subdivided into 156 sub-locations. The settlement patterns in the county are determined by&#13;
various factors such as climate, soil fertility and infrastructure.&#13;
The Turkana people are traditionally pastoralists and the only notable migration pattern is&#13;
rural to rural movement in the form of nomadism. Rainfall in the county follows a fairly erratic&#13;
pattern varying significantly both over time and space. The county, however, experiences&#13;
both short and long rains. The driest months are January, February and September. The long&#13;
rains season falls between the months of April to July. Short rains occur during the months&#13;
of October, November and December.&#13;
The county population during the Kenya Population and Housing Census of 2009 stood at&#13;
855,399. The county population average growth rate is 6.4% per annum. This putsthe total&#13;
county population in 2012 at 1,036,586 and the figure is projected to increase to 1,256,152&#13;
people in 2015 and to 1,427,797 by 2017 assuming constant mortality and fertility rates.
