The Plan is a product of broad-based consultations among various stakeholders. It has been prepared in the backdrop of the theme of the 9th National Development Plan, which is "Effective Management for Sustainable Economic Growth and Poverty Reduction". The Uasin Gishu DDP articulates medium term policies and objectives, which are further translated into short-term strategies and programmes to be implemented under the Medium Term Expenditure Framework (MTEF). The latter is part of the budgetary reforms undertaken to strengthen the linkage between policy, planning and budgeting. Considerable effort was made by members of the District Sector Working Groups (DSWGs) who produced sectors draft plans that formed the basis for this final document. The office of the District Commissioner and the District Development Committees provided overall oversight and the subsequent approval of the Plan. The DDP is a product of broad-based and participatory consultations among a crosssection of stakeholders undertaken in each of the 148 districts as at October 2008. Other development actors in the district were involved in detailed discussions and preparations of the material content that formed integral parts of the final DDPs. In each of the districts consultations were conducted at the constituency as well as at the district levels. The plans have been prepared in the backdrop of the Kenya Vision 2030, the First Medium Term Plan 2008-2012 and in line with the Millennium Development Goals. The theme of the Plan emphasizes progress towards attainment of "A Globally Competitive and Prosperous Kenya" and an underlying awareness of the rapid changes taking place in the global environment.
