This sixth Nandi County Fiscal Strategy Paper identifies the broad strategic priorities and policy goals that will guide the County Government in preparing its budget for Financial Year 2019/2020 and over the Medium Term. The policy document will continue to enhance Programme Based Budgeting (PBB) which is result oriented in management of County Development Initiatives. Economic policies, structural reforms as well as sector-based expenditure programmes that the county government intends to implement in the medium term are also outlined in the document. In order to achieve the broad goal of the County government’s “Transformation agenda” the document has detailed development priorities as articulated in the County Integrated Development Plan (2018-2022),the approved County Annual Development Plan(2019-2020) and the Medium Term Plan III(2018-2022). The paper is also aligned to the national policies and objectives outlined in the 2019 Budget Policy Statement

County revenues and expenditures for the coming financial year as well as the respective&#13;

performance as county, national, regional and the global arena. Hence allocation of revenue&#13;
and expenditure ceilings takes into account the execution of socio-economic re-engineering&#13;
strategies to bring the economy to the economic recovery path.

This Fiscal Strategy Paper, the first since coming into office by the ‘Tuga Tai’&#13;
Government, sets out county policy goals and strategic priorities that will be&#13;
the basis for formulation of the County’s Financial Year 2018/19 budget and&#13;
the Medium Term. The Paper is prepared in accordance with the Public&#13;
Finance Management Act, 2012.&#13;
This paper is being prepared at a time when significant progress has been&#13;
made in operationalizing the new government by appointing the County&#13;
Executive Committee Members, the departmental chief officers and&#13;
operationalizing the County Assembly which are necessary institutions in&#13;
facilitating effective service delivery in the County.&#13;
The County priorities and goals outlined herein are based on the County&#13;
Integrated Development Plan (2018-2022) and the Governor’s Manifesto,&#13;
with emphasis on investment in: Accessible health care, Infrastructure,&#13;
education, agriculture and cooperative development, growth and&#13;
employment creation, youth and social protection and promotion of tourism&#13;
and culture. These priorities shall form the basis for formulation of FY&#13;
2018/19 budget and the Medium Term. The paper therefore links county&#13;
planning and policies to Budget which is the main objective of the Medium&#13;
Term Expenditure Framework.

This is an annual planning document that shows the various fiscal strategies that the County Government of Nandi intends to employ in formulation of the County’s Financial Year 2017/2018 budget and the Medium Term expenditure projections. The paper therefore, links county planning and policies to Budgeting which is the main objective of the Medium Term Expenditure Framework. &#13;
This Paper provides the county resource envelop and presents a fiscal framework for the next budget and the medium term. It also sets indicative ministerial ceilings in line with outlined sector key strategic objectives as set out in the County Integrated Development Plan (CIDP) and the Governor’s Manifesto. This is enunciated in the 2017/2018 Annual Development Plan with emphasis on investment in; roads and infrastructure, accessibility of clean water, accessible health care, provision of quality education, developing existing tourist attraction sites and Supporting Investment and Trade hence meeting the government’s overall objective of improving the livelihoods of its citizens.
