<description>Laikipia West District Development Plain 2008-2012
The 8th District Development plan (DDI,) for the period 2008-2012 was prepared by the district Planning and Monitoring Unit in close collaboration with members of the various Sector Working Groups (SWGs). Considerable effort was made by members of the district Sector Working Groups (DS WGs) who produced sectors draft plans that formed the basis for this final document. The office of the district Commissioner and the district development committees provided overall oversight and the subsequent approval of the Plan. The DDP is a product of broad-based and participatory cross-section of stakeholder undertaken in each of the 148 districts as at October 2008, Other development actors in the district were involved in detailed discussions and preparations of the material content that formed integral parts of the final DDPs.

The 7th Laikipia District Development Plan (DDP) for the period 2002-2008 was prepared by the District Departmental Heads · of various Ministries under the coordination of the District Commissioner (DC) assisted by the District Development Officer (DDO) and members of the District Planning Team. The Plan is a product of broad-based consultations among various stakeholders. It has been prepared in the backdrop of the theme of the 9th National Development Plan, which is "Effective Management for Sustainable Economic Growth and Poverty Reduction". The Laikipia DDP articulates medium term policies and objectives, which are further translated&#13;
into short-term strategies and programmes to be implemented under the Medium Term Expenditure Framework (MTEF). The latter is part of the budgetary reforms undertaken to strengthen the linkage between policy, planning and budgeting. The Rural Planning Department of the Ministry of Finance and Planning provided the overall guidance through seminars and training workshops and were responsible for the. formulation of guidelines, editing and publication of the Plan. The Plan is divided into four chapters as follows: Chapter One: Provides the background description of the district in terms of its area, administrative divisions, main physical features, and settlement patterns as well as a summary of data essential for making informed choices while planning. Chapter Two: Provides a review of the performance of the 6th Laikipia District Development Plan for the period 1997-2001 and insight into the major development challenges and cross cutting issues to be tackled during the 2002-2008 Plan period. Chapter Three: It forms the core of the Plan and is prepared along the lines of the MTEF sectors.

This District Development Plan was prepared by the District Departmental Heads of various ministries under the co-ordination of the District Commissioner assisted by the members of the District Planning Unit. The plan drafts were discussed by members of the District Executive Committee and approved by the District Development Committee. Rural Planning Department of the Office of the Vice President and Ministry of Planning and National Development provided overall guidance through seminars, formulation of the guidelines and was also responsible for editing and publication of the plan. The plan is divided into three chapters, each of which addresses the theme of the plan "Rapid Industrialization for Sustainable Development". Chapter One: Provides background information on the districts natural and human resource base, the level of exploitation of these resources, the welfare indicators, as well as socioeconomic infrastructure of the district. Chapter Two: Outlines the major constraints to industrialization and the strategies that the district will pursue to achieve rapid industrialization. Chapter Three: Lists in order of priority for each sector, the major projects and programmes which the DOC wishes to implement during the 1997-2001 plan period. This District Development Plan was prepared by the District Department Heads of Ministries under the coordination of the District Development Officer and the Executive Committee of the District Development Committee. The Rural Planning Division of the Ministry of Finance and Planning provided overall guidance through seminars and formulation of Plan guidelines and was responsible for editing and publishing the plan. The Plan is divided into three sections. Chapter 1 provides background information on the District's resource base and the state of development. Chapter 2 spells out District policy orientations and strategies for the major development sectors. It also lists in order of priority by sector the major projects which the D DC wishes to sec implemented over the 1984-88 Plan period. The third section is the Annex. It indicates the Annual Development Programme, of which 1983/84 is the first; the Two-Year Rolling Plan for 1983/85; and Detailed Implementation Schedules for selected projects to be carried out during the first year. The Annex is envisioned as an on-going document to be updated every year. It both feeds and is fed by the annual budgetary cycle.
