The 2019/2020 Annual Development Plan (ADP) is the second to be prepared under the 2nd CIDP (2018-2022) implementation period. The ADP was prepared through a participatory process in line with the Constitution of Kenya, 2010 and Section 126 of the Public Finance Management Act, 2012. The document has been prepared in line with the County Annual Development Plans guidelines issued by State Depart Planning in May 2017. This ADP sets out the strategic initiatives that address the County Government’s priorities and plans for the 2019/2020 financial year. It contains the programmes/projects to be delivered with their objectives, expected outputs, performance indicators, time frame and the amount allocated for each project as in line with the projected budget estimates for the Fiscal year 2019/2020. The APD 2019/2020 has a projected expenditure of approximately Ksh 22 billion against an approximate resource envelop of Ksh 15 billion

<description>Nakuru County Annual Development plan 2017/2018
The 2017/2018 Nakuru County Annual Development Plan (ADP) marks the last one-year development plan that will actualize the first Nakuru County Integrated Development Plan (CIDP 2013-2017). The plan contains the strategic priority development programmes/projects and activities that shall be implemented during the financial year 2017/2018.&#13;
The ADP was developed in a consultative and participatory manner in line with the constitutional and public finance management requirements, of public and stakeholder participation and engagement. It follows the Medium Term Expenditure Framework (MTEF) perspective, as required in planning and budgeting.&#13;
It also adopted the same preparation process approach used in earlier plans and budgets. It is important to note that the County has included Green Economy Plans in its departmental plan. This is a project in which Nakuru County is one of the pilot counties participating in the project implementation. Efforts to mainstream green economy plans within departmental annual plans was made possible with the assistance and collaboration of GIZ (Deutsche Gesellschaft fur Internationale Zusammenarbeit, United Nations Environment Programme the Ministry of Environment and Natural Resources. This is in line with the national Green Economy Strategy and Implementation Plan (GESIP), a national blue print for green economy transition in Kenya.

The County Annual Development Planning process provides a foundation to the Annual budget process. This Annual Development Plan (ADP 2022.2023) was prepared in accordance with Section 126 of the Public Finance Management Act 2012 with the aim to integrate CIDP prioritises into the short-term development planning agenda and further promote the linkage between planning and budget as envisaged in the Constitution of Kenya 2010.&#13;
This ADP 2022-2023 was prepared against the backdrop of the imminent end of 2018-2023 integrated plan period as well as current County political administration. This policy document therefore provides an important transition into the 3rd County Integrated Plan Period 2023-2027. The plan has focused on the finalisation of the ongoing projects and programmes in the 2018-2023 and the post Covid-19 recovery process geared towards building a stronger and resilient County economy.&#13;
The plan document was prepared through inputs from sectoral priorities in all the County Government Entities. To further provide a foundation for proposals from the fiscal year 2022.2023 a review process was undertaken on the on the performance in FY 2020/2021. The programme delivery areas have been marched with the County Programme based Budget to ensure consistency in the resultant budget process. Further, the outcome of the Midterm Review report (MTR 2020) and the lessons learnt therefore provided invaluable inputs the way forward in the remainder of the current integrated plan period.

The ADP 2020-2021 is further expected to entrench the linkage between planning and budgeting envisaged in Article 220 of the Constitution of Kenya 2010 and part XI of the County Government Act 2012. The plan provides an annual cascaded framework of the specific County Government strategic priorities as espoused in the CIDP 2018-2022. Programmes to be delivered including the estimated budget costs; Description of the significant/flagship capital projects; Monitoring and evaluation framework; and any other matters as may be required by the existing legislation.

The 2016/17 County Annual Development Plan is the second to be prepared by the Nakuru County Government. It sets out the County’s priority programmes to be implemented in the Financial Year 2016/2017 under the Medium Term Expenditure Framework. As stated in the 2014 and 2015 County Fiscal Strategy Paper, In order to achieve the county government’s development agenda of ‘economic excellence’ the implementing departments within the eight County Sectors will have to allocate resources to high impact projects and programmes that will stimulate economic growth and hence contribute to sustainable socio-economic development. The proposed priority programmes contained in the 2016/17 Annual Development Plan are therefore intended to meet the respective sectoral goals and objectives which in turn are consistent with the aspirations of our key policy documents such as the Second Medium Term Plan (2013-2017) of Kenya Vision 2030, as well as the Nakuru County Integrated Development Plan (2013-2017).
