This is targeted to contribute to the achievement of the Medium Term theme theme 'Fostering Social Economic and Political Development for Sustainable Growth.' In a bid to achieve this, the county will focus to invest in the identified medium term strategic priorities: Food security, Improved nutrition and Value addition; Reliable and Equitable access to safe and affordable water, adequate sanitation, clean and safe environment. Enhanced access to affordable and quality healthcare and infrastructural development to support economic growth.

The 2019 County Budget and Outlook Paper (CBROP) has been prepared in accordance with the Public Finance Management (PFM) Act, 2012 Section 118. This Paper provides an analysis of the 2018/19 Financial Year (FY) and highlights the recent economic development and outlook including resource mobilization framework for the coming financial year 2020/21. The 2019 Kajiado CBROP provides actual fiscal performance, recent economic and aggregate county government ceiling for the 2020/21 Medium Term budget. It also gives a highlight of how the actual performance for the 2018/19FY affected compliance with fiscal objectives as well as fiscal responsibility principles set out in the 2019 County Fiscal Strategy Paper (CFSP).

This 2020/21FY Annual Development Plan (ADP) is third to be formulated geared towards&#13;
implementation of the second generation County Integrated Development plan (CIDP) 2018-2022.&#13;
The plan was prepared in line with the Constitution of Kenya, 2010 (Article 220(2)), the Public&#13;
Finance Management Act, 2012 (Article, 126(1)) and the County Government Act, 2012 (Article,&#13;
108). It was also prepared in consultation with various stakeholders.&#13;
The 2020/21FY ADP presents the county strategic priorities, programmes and projects geared&#13;
towards implementing the theme “fostering socio-economic and political development for&#13;
sustainable growth”, and as well contribute to the achievement of the county’s development&#13;
agenda. The priorities are i. Food security and improved nutrition; ii. Ensuring healthy lives and&#13;
promoting well-being for all iii. Enhance availability and sustainable management of water and&#13;
sanitation for all iv. Infrastructural development to support economic growth v. Supporting value&#13;
addition to increase income. The resource requirement for this 2020/21FY ADP is approximated&#13;
to be Kshs.13Billion.

<description>Loitokitok District Development Plan 2008-2012
The 8th District Development Plan (DDP) for the period 2008-2012 was prepared by the District Planning and Monitoring Unit in close collaboration with members of the various Sector Working Groups (SWGs). Considerable effort was made by members of the District Sector Working Groups (DSWGs) who produced sectors draft plans that formed the basis for this final document. The office of the District Commissioner and the District Development Committees provided overall oversight and the subsequent approval of the Plan. The DDP is a product of broad-based and participatory consultations among a cross-section of stakeholders undertaken in each of the 148 districts as at October 2008. Other development actors in the district were involved in detailed discussions and preparations of the material content that formed integral parts of the final DDPs. In each of the districts consultations were conducted at the constituency as well as at the district levels. The plans have been prepared in the backdrop of the Kenya Vision 2030, the First Medium Term Plan 2008-2012 and in line with the Millennium Development Goals.

The 7th Kajiado District Development Plan (DDP) for the period 2002-2008 was prepared by the District Departmental Heads of various Ministries under the coordination of the District Commissioner (DC) assisted by the District Development Officer (D00) and members of the District Planning Teams. The Plan is a product of broad-based consultations among various stakeholders. It has been prepared in the backdrop of the theme of the 9th national Development Plan, which is "Effective Management for Sustainable Economic Growth and Poverty Reduction". The Kaiiado DDP m1iculates medium term policies and objectives, which are further translation into short-term strategies and programmes to be implemented under the medium-Term Expenditure Framework (MTEF). The latter is part of the budgetary reforms undertaken to strengthen the linkage between policy, planning and budgeting. County Spatial Planning is a tool put in place to provide a guide for&#13;
exploitation and use of land with the aim of achieving the delicate balance to&#13;
meet development/growth demands and sustainably harness the resource for&#13;
integration. Planning ensures order, environmental protection, safeguards&#13;
against depletion and rational methods preferred to sustain landed resources&#13;
and human activities undertaken. County and national space planning,&#13;
commonly referred to as spatial planning, navigates a process of balancing&#13;
rational use of space to achieve order, preference and better use. This is&#13;
expressed in strategies that take the shape of spatial forms (mapping),&#13;
statistical projection or policy statements. Therefore, highly priced&#13;
undertakings that sustain and support community practices (human&#13;
activities) are protected and nurtured through protective/conservation&#13;
methods. The aggressive and modern enterprises are equally managed&#13;
through controlled mechanism. Such practices may include enterprises like&#13;
urbanization and industrialization that enjoy preference over traditional nonmarket-&#13;

This policy has been developed by the Department of Roads and Transport to guide the implementation of the use of leased heavy plant machinery and motor vehicles in Kajiado County. The policy is anchored in the Constitution of Kenya 2010, County Government Act 2012, Public Procurement Asset and Disposal Act (PPADA) 2015 and national values and principles of governance. &#13;
The purpose of this policy is to increase the road network by opening up and grading new roads. On the same breath, the policy strives to enhance the collection of revenues and increasing compliance levels to county laws and legislation of the county wards by increasing mobilization efforts of county marshals and officers. These efforts shall go a long way in achieving the core objectives of the roads and transport unit whilst ensuring optimal service delivery to the residents of Kajiado County. It is intended to guide the department of roads and transport to align its leasing policy with the Public Procurement Asset and Disposal Act, 2015 and the Regulations 2006. &#13;
This policy document is divided into three sections: &#13;
Section 1 provides the background to the policy and underscores County Government of Kajiado department of roads initiative in the implementation of roadworks. &#13;
Section 2 provides the challenges each department faces and the policy statement that articulates how the policy addresses the aforementioned challenges. &#13;
Section 3 provides the strategy and implementation of the policy by the department of roads. It describes in detail the methodology of approach as well as accountability measure put in place to ensure the success of the policy. &#13;

The Kajiado County Water Policy is developed to facilitate the implementation of&#13;
county functions stipulated under Part 2 of the Fourth Schedule to the&#13;
Constitution of Kenya, 2010, which assigns specific functions related to water&#13;
sector to counties. In addition, the policy seeks to facilitate realization of Art. 43&#13;
(d), which provides for the right to clean and safe water in adequate quantities.&#13;
In addition, the policy seeks to provide for a mechanism for intergovernmental&#13;
collaboration, consultation and coordination in water sector so as to ensure&#13;
sustainable water sector management and governance. The policy will be&#13;
implemented though water sector plan, laws related to water sector including&#13;
regulations and rules, guidelines, and departmental strategic plans.
