Kericho County Fiscal Strategy Paper 2016

Abstract

This Fiscal Strategy Paper, the third since the operationalization of the County Governments, sets out county policy goals and strategic priorities that will be the basis for formulation of County’s Financial Year 2016/17 budget and the Medium Term. The Paper is prepared in accordance with the Public Finance Management Act, 2012. The County priorities and goals outlined herein are based on the County Integrated Development Plan 2013/17, the Annual Development Plan 2016/17 and the Strategic Plan with emphasis on investment in: Agriculture and food security, Infrastructure, accessibility of water, accessible health care and education. These priorities shall form the basis for formulation of FY 2016/17 budget and the Medium Term. The paper therefore links county planning and policies to Budget which is the main objective of the Medium Term Expenditure Framework.
