dc.description.abstractIn cases not provided for, the Speaker to decide 1. (1) In all cases where matters are not expressly provided for by these Standing Orders or by other Orders of the House, any procedural question shall be decided by the Speaker. (2) The decisions made in paragraph (1) shall be based on the Constitution of Kenya, statute law and the usages, forms, precedents, customs, procedures and traditions of the Parliament of Kenya and other jurisdictions to the extent that these are applicable to Kenya. Interpretation 2. (1) In these Standing Orders- (a) unless the context otherwise requires- “Allotted Day” means a day set aside for the consideration in Committee of Supply of proposals in respect of the Annual and Supplementary Estimates, as provided by Part XXIV of these Standing Orders; “Cabinet Secretary” means a person appointed as a Cabinet Secretary under Article 152(2) of the Constitution; “Clerk” means the Clerk of the Assembly, or, if the Clerk is absent, or if the office is 2 vacant, such other person as is for the time being performing the duties of the Clerk
