    Abstract/Overview

    The Migori County 2018 Fiscal Strategy Paper sets out the framework for the preparation of the 2018/2019 budget as required under Section 117 of the Public Finance Management Act, 2012. It articulates economic policies and structural reforms as well as sector-based expenditure programs that the County intends to implement in line with the Annual Development Plan 2018/2019 in realization of Migori County Integrated Development Plan 2018-2022. The Medium-Term Expenditure Framework aims at ensuring efficiency and effectiveness in the implementation of the development activities outlined in the 2018/2019 Annual Development Plan. This is important to create fiscal space for financing priority projects by the departments in the County. In compliance with the mandate bestowed on the County governments by the Constitution, Migori County Government is dedicated to prudently utilizing the available resources and enhancing fiscal discipline so as to improve the living standards of her citizens. The County Government will work on the improved macro-economic environment to overcome the devolution transition and the various interrelationship challenges within the national and county governance structures. The County Government shall promote value addition, investment on infrastructure and support especially the small and medium enterprises so as to expand employment opportunities.
