Kisii County Budget Review and Outlook Paper 2016/2017

Abstract

The County Budget Review and Outlook Paper (CBROP) is prepared in line with section 118 (1) of the Public Finance Management Act, 2012. It reviews the actual fiscal performance of the financial year 2016/17 and makes comparisons to the budget appropriations of the same year. It also provides the recent economic developments and the updated economic and financial forecast with sufficient information to show changes from the forecast in the County Fiscal Strategy Paper (CFSP), February, 2016. In reviewing the fiscal performance, this Paper analyzes the performance of the County’s revenue and departmental expenditures for the 2016/17 FY and causes for any deviations are also highlighted. This Paper provides an overview of how the actual performance of the FY affected our compliance with the Fiscal Responsibility Principles and the financial objectives as outlined in the County Fiscal Strategy Paper, 2016 (CFSP). The CBROP will play a critical role in the preparation of the 2018/19 FY budget and management of public resources in the County Government. To strengthen the budget preparation process, the County Government will continue to embrace performance budgeting, stakeholder involvement and deepen public financial reforms to increase efficiency and effectiveness in service delivery and value for money.
