    Abstract/Overview

    This is the fifth County Fiscal Strategy Paper (CFSP) to be prepared in line with Section 117 of the Public Finance Management Act, 2012. The Paper takes into account the priorities earmarked for implementation in the Annual Development Plan (ADP), 2017. It articulates economic policies and structural reforms as well as sector-based expenditure programs that the County intends to implement in realization of the Second Kisii County Integrated Development Plan (CIDP), 2018-2022. The Paper covers the following broad areas: review of the fiscal performance for the first half of the FY 2017/2018; recent economic developments and outlook; strategic priority areas for FY 2018/2019 as spelt out in the ADP, 2017; and the medium term fiscal framework. This Paper articulates economic policies and structural reforms as well as sector based expenditure programmes that the County intends to implement in order to achieve the broad goal of its development agenda of employment creation and poverty reduction. In particular, it emphasizes continued shift of resources in favour of programmes that enhance growth and job creation, and to support stronger private sector investment in pursuit of new opportunities in a changing economic environment.
