dc.description.abstractThis paper is a build-up of the County Budget Review and Outlook Paper (CBROP) 2016 and provides a fiscal framework for implementation of the 2017/18 County budget and the medium term. Chapter 1 gives the general overview and rationale for preparation of this document. It also highlights the major achievements made by the county government under the priorities of outlined in the County Integrated Development Plan(2013-2017) and the 2016 Annual Development Plan. It also outlines the fiscal perfomance of the county in terms of revenue generation and expenditure analysis. Chapter 2 outlines the economic context in which the 2017/18 MTEF budget will be prepared. It provides an overview of the recent economic development and macro-economic outlook covering the national and county scene. It further provides a basis for the projections of revenue and expenditure for 2017/18 and the medium term. Chapter 3 outlines the fiscal framework under which the 2017/18 budget and the medium term is based. It briefly highlights the county’s resource envelop for 2017/18 and further presents the spending priorities for the next budget. It also outlines the county’s priorities over the medium term. Chapter 4 finally presents the sectors, ministerial and departmental spending ceiling for 2015/16 budget and the medium term.en_US
