Abstract

This Plan - Kenya's Seventh - covers the projected growth of the economy over the three calendar years 1994-1996, and more specifically, the investment programme of the Government in the three financial years 1994/95 to 1996/97. The Plan has 14 Chapters. Chapter 1 highlights the country's past and current development status and prospects for the next 3 years and beyond. Chapter 2 states the theme of the plan. The concepts of sustainability and resource mobilization are described as they relate to economic development. The strategy and policy framework for implementation is outlined in this Chapter. Chapter 3 outlines prospects and the problems that have acted as constraints to development. Chapter 4 deals with fiscal and monetary policies. Government budget rationalization programme is articulated in this chapter.
