Kilifi county Annual Development Plan 2017/2018

Abstract

The Annual Development Plan (ADP) is a component of the County Integrated Development Plan (CIDP), the 5-year medium term public investment blue print that guides choice and formulation of all development programmes and projects in the County. The 2017/18 ADP is the fourth in a series of five annual plans that strategically prioritizes implementation of CIDP issues in alignment with the national and county fiscal budgetary cycles. It is a mechanism for linking county planning with the country’s budgetary system and is, thus, formulated within the Medium Term Expenditure Framework (MTEF), the annual three-year rolling expenditure planning that sets out expenditure priorities within budget constraints as a measure of ensuring effective and efficient utilization of available resources.
