    Abstract/Overview

    In the Sessional Paper No. 8 of 1970, the Government promised, that the development of the co-operative movement and the responsibilities it could undertake would be kept under review during the five years that are now elapsing. Considerable progress has been made in the co-operative sector since that time, but with the creation of the new Ministry of Co-operative Development, it is felt that the time is opportune for a re-definition of clear policy objectives for the development of the movement in Kenya in the foreseeable future, so as to set priority guidelines for the Department of Co-operative Development and fields which cooperative expansion should cover. It is also necessary to signify the major constraints that have inhibited the sound growth of the co-operatives in general and to indicate the directions towards which specific co-operative programmes should be geared. The following paragraphs, therefore, the policies and measures which the Government will adopt to strengthen the movement and to ensure that it is organized and developed in a purposeful and orderly way.
