Kisii County Fiscal Strategy Paper 2020/2021

Abstract

The County Fiscal Strategy Paper (CFSP) is prepared in line with Section 117 of the PFM Act, 2012. This is the third CFSP to be prepared in the implementation of the second generation of the County Integrated Development Plan (CIDP) 2018-2022. The Paper sets out the county's priority programs to be implemented in the Financial Year (FY) 2020-2021 and over the medium term. The focus in the FY 2020-21 and over the medium term will be in the implementation of programmes in Agriculture, Water, Health, Roads, Trade and Urban Development. These strategic priorities are capital intensive and taking into account the limitation in our resource envelope, their implementation will therefore be spread over the medium-term period. Proper implementation of these programs as expounded in this CFSP will raise county economic efficiency and productivity and in turn, make our county competitive, thus creating vast opportunities for productive jobs and securing livelihoods and are in harmony with the “Big Four Agenda” of the National Government for the realization of the Kenya Vision 2030.
