dc.description.abstractThe development of Information and Communications Technologies (ICTs) enables businesses and individuals to communicate and transact with other parties electronically, instantaneously and internationally. This gives rise to a variety of legal and regulatory issues for policymakers, from the validity of electronic methods of contracting and the security risks inherent in them, to concerns over cybercrime and the ability to protect intellectual property rights online. To achieve its mandate, the Department of ICT & e-Government strives to live up to the aspirations of the County‘s Mission: to serve and improve people’s livelihoods through good leadership, innovative technology, and efficient infrastructure. The ICT Policy, ICT Standards and Guidelines and the ICT Procedure gives a platform for the county Government to streamline ICT Services, Infrastructure and Processes for effective and efficient delivery of County mandates using technology.en
