Abstract

One of the most significant changes introduced to Kenya‘s national governance framework under the new constitutional dispensation is 47 new county governments with significant responsibilities in agriculture, health, trade, roads, county planning and other functions being devolved to the county level. The Constitution of Kenya 2010, the Kenya Vision 2030 and its Medium Term Plans, provided the foundation for the preparation of the First Sectoral Plans for Tana River County.
