Abstract/
Section 109 of the County Government Act mandates the County to develop tenyear county sectoral plans. The sectors are organized in line with the structure of government and according to the classification of the function of government (COFOG). General Economic and Commercial Affairs (GECA) being one of the sectors. The Sectoral Plan articulates long term policies and objectives which are further translated into short term plans, strategies, and programmes to be implemented under the Medium Term Expenditure Framework (MTEF).
