Kilifi County Fiscal Strategy Paper 2016

Abstract

This 2016 County Fiscal Strategy Paper (CFSP) enhances the economic transformation agenda which the County Government of Kilifi has continued to implement in the two complete financial years since inception in March, 2013. Underlying the strategies outlined in this paper is consolidation of gains, efforts, interventions and investments made by the County Government of Kilifi and aligning them to the five pillar transformative agenda espoused in the 2016 Budget Policy Statement; the second Medium Term Plan (MTP II), 2013-2017 of Vision 2030; County Integrated Development Plan, (CIDP) 2013-2017; Sectoral Plans (Departmental Strategic Plans); and the County administration development agenda. The strategic priorities and policy goals guiding the County Government in preparing the budget for FY 2016/17 and the medium term deliberately direct expenditure towards leveraging on ICT to operate County's investment such as tractors, ambulances, boats, and ICT centers and standardize service delivery across the County. This entails allocating adequate resources for operations aimed at realizing the benefits of development projects and enhancing service delivery to residents of Kilifi County.
