Baringo County Annual Development Plan 2022/2023

Abstract

The County Annual Development Plan (CADP) Plan is prepared in line with the requirements of Section 126 of the Public Finance Management Act 2012, and in accordance with Article 220(2) of the Constitution. The Annual Plan contains strategic priority development policies, programmes and projects that will be implemented during the financial year 2022/2023. The plan is prepared on the backdrop of Covind-19 global pandemic. The Budget preparation process in the Medium Term, adopts the Programme Based Budgeting (PBB) approach, where the sector working groups in the County formulate their respective sector budget proposals, policies and programmes with clear outputs, outcomes as well as performance indicators which are related to the achievement of the programme objectives. This annual plan is therefore framed against a broad fiscal policy and reform measures underpinning the budget for the 2021/2022 Financial Year, which outlines expenditure per priority programmes as well as allocation of resources to all sectors of the County economy. Large proportion of the County’s budget shall be financed through National Government equitable share funds while it is expected that the County Government and development partners shall bridge the gaps.
