dc.description.abstract | This Report is pursuant to Article 132(1)(c)(i) that requires the President to report annually on all the measures taken and the progress achieved in the realization of the National Values and Principles of Governance, referred to in Article 10. The National Values and Principles of Governance as enshrined in Article 10(1) bind all State organs, State officers, public officers and all persons whenever any of them: applies or interprets the Constitution; enacts, applies or interprets any law; or makes, or implements public policy decisions. Further, Article 10(2) of the Constitution highlights the National Values and Principles of Governance, which include: (a) patriotism, national unity, sharing and devolution of power, the rule of law, democracy and participation of the people; (b) human dignity, equity, social justice, inclusiveness, equality, human rights, non-discrimination
and protection of the marginalized; (c) good governance, integrity, transparency and accountability; and (d) sustainable development. The objective of this Report is to assess the extent to which public institutions implemented the National Values and Principles of Governance during the year under review. The Report further highlights Government commitments and the way forward in the realisation of the National Values and Principles of Governance. | en |
