Homabay County Annual Development Plan 2021/2022

Abstract

The Public Finance Management Act, 2012, forms the basis of preparation for this County Annual Development Plan (CADP) 2020/21 (PFM Act, Section 126). The County Annual Development Plan is a one-year plan that provides the basis for implementing the County Integrated Development Plan (CIDP) and guiding resource allocation to priority projects and programmes. It presents the strategic priorities for the medium term that reflect the county government’s priorities and plans; county programmes and projects to be delivered; measurable indicators of performance where feasible; and the budget proposals for the programme and projects. The preparation of this Homa Bay County Annual Development Plan (2020/21) was led by the County Executive Member in charge of Finance, Economic Planning and Service Delivery. It was done in close collaboration with various stakeholders and government sectors. As part of the County Government initiative to aid and accelerate socio-economic recovery from the impact of covid-19, attention has been focused on the seven medium-term goals for aiding socio-economic recovery: protecting workers in their workplaces; supporting enterprises, livelihoods and incomes to ensure that all sectors recover sustainably; revamping the infrastructure for health and housing; strengthening food and nutrition security and encouraging social reengineering and integrated spatial planning.
