    Abstract/Overview

    This is the fourth and last Annual Development plan to be prepared under the Second County Integrated Development Plan (2018-2022). The County Annual Development Plan sets out the background and broad development agenda for the 2022/2023 budget and the County medium term plan that is consistent with the County Government’s strategies and policies. The main highlight of the Annual Development plan is the prioritization of the programmes and projects in the County Intergrated Development Plan for implementation in the FY 2022/2023. As articulated in Article 126 of the Public Finance Management Act, 2012, this plan has captured the priority areas to be achieved in 2022/2023. To finance expenditures set out in this plan, the County Government shall continue to maximize its efforts in revenue mobilization by strengthening and reforming revenue administration and collection processes already in place and through re-engineering of various on-going structural reforms. This will therefore form the base for monitoring and evaluation for the County in the next one year and provide a mechanism for linking the County and national planning processes with the Medium-Term Expenditure Framework budgetary system.
