dc.description.abstractThe Migori County 2016 Fiscal Strategy Paper sets out the framework for the preparation ofthe 2016/2017 budget as required under Section 117 ofthe Public Finance Management Act, 2012. It articulates economic policies and structural reforms as well as sector based expenditure programs that the County intends to implement in line with the Annual Development Plan 2015/2016 in realization ofMigori County Integrated Development Plan 2013-2017. The Medium Term Expenditure Framework aims at ensuring efficiency and effectiveness in the implementation ofthe development activities outlined in the 2015 Annual Development Plan. This is important to create fiscal space for financing priority projects by the departments in the County. In compliance with the mandate bestowed on the County governments by the Constitution, Migori County Government is dedicated to prudently utilizing the available resources and enhancing fiscal discipline so as to improve the living standards other citizens. The County Government will work on the improved macro-economic environment to overcome the devolution transition and the various interrelationship challenges within the national and county governance structures. The County Government will promote value addition, investment on infrastructure and support especially the small and medium enterprises so as to expand employment opportunities.en
