dc.description.abstractThe Policy on Devolved System of Government provides an overview of devolution in Kenya under the Constitution of Kenya, 2010. Devolution comprises of two levels of government, the National and County Governments, each with distinct and inter-dependent constitutionally assigned functions and powers. Devolution promotes citizens' participation in governance and aims to promote social and economic development, provide easily accessible services, and enhance government responsiveness. The National Parliament, County Assemblies, Executive, Judiciary, and various intergovernmental institutions have been established to operationalize this system of governance. The constitution provides for separation of powers and a system of checks and balances. The establishment of intergovernmental institutions, such as the National and County Governments Coordinating Summit, Intergovernmental Budget and Economic Council, and the Council of County Governors, ensures effective coordination and cooperation between the National and County Governments.en
