Abstract
The 8th District Development Plan (DDP) for the period 2008-2012 was collaboratively prepared by the District Planning and Monitoring Unit and sector working groups (SWGs) in close consultation with various stakeholders. This plan was developed through broad-based and participatory consultations at the constituency and district levels, aligning with national development strategies such as the Kenya Vision 2030, the First Medium Term Plan 2008-2012, and the Millennium Development Goals. The plan emphasizes progress towards a globally competitive and prosperous Kenya while considering the changing global landscape. It articulates medium-term policies and objectives translated into short-term strategies, programs, and projects within the Medium Term Expenditure Framework (MTEF) to ensure financial discipline, accountability, and efficient service delivery. The plan is divided into four chapters, providing background information on the district, reviewing the previous plan's performance, presenting development challenges and cross-cutting issues, outlining priorities and proposed strategies, and introducing implementation, monitoring, and evaluation mechanisms.
