Embu County Annual Development Plan 2023/2024

Abstract

The County Annual Development Plan (ADP) 2023 is prepared in accordance with Article 220(2) of the Constitution of Kenya and section 126 of the Public Finance Management Act, 2012. The Annual Development Plan contains development priorities that have been identified for implementation during the FY 2023/2024. The priorities will seek to provide solutions to developmental challenges facing Embu County for a period of one year. The plan has been developed through a consultative process that is all-inclusive and in line with the priorities outlined in the County Integrated Development Plan (2023-2027). Further, this plan is expected to guide the development of County Fiscal Strategy Paper 2023/24 and the budget estimates for FY 2023/24. It is important to mention that county government resources are inadequate to finance all the projects and programmes as proposed in the ADP. Therefore, there is need to meet the Own Source Revenue (OSR) targets by sealing revenue leakages as well as establishing new revenue streams. Further, there is need to identify and approach development partners and other institutions to help finance some of the projects/programmes.
