Abstract

Meru County planners prepared this 5-year Integrated County Development Plan and the annual projections of budgets to implement them. Integrated development planning is defined as “a process through which efforts at national and devolved levels of government and other relevant public institutions are coordinated at local level, and through which economic, social, environmental, legal and spatial aspects of development are brought together to produce a plan that meets the need and targets set for the benefit of local communities”. The CIDP will have the goal of promoting harmony with national and other county plans, land-use plans, urban planning and environmental conservation. This CIDP, 2013 -2017 aligns both the fundamental changes in the dynamic operating environment and the thinking of the Government at Macro-level. This plan is further informed by The County Government Act, 2012, section 104 (1), which states that, “a county Government shall plan for the county and no public funds shall be appropriated without a planning framework developed by the county executive committee and approved by the county assembly”. It also states that the county planning framework shall integrate economic, physical, social, environmental and spatial planning.
