Embu County Budget Review and Outlook Paper 2017

Abstract

This County Budget Review and Outlook Paper (CBROP), prepared in accordance with the Public Financial Management Act, 2012 section 118. It details the actual fiscal performance in the financial year 2016/17 compared to the budget appropriation for that year. The updated macroeconomic outlook therein also provides us with a basis to revise the 2017/18 budget in the context of the Supplementary Estimates, as well as setting out the broad fiscal parameters for the next budget and medium term. It further provides updated macro-economic and financial forecasts with sufficient information to show changes from the projections outlined in the County Fiscal Strategy Paper (CFSP) for FY 2017/18. In this Paper, we will also provide an overview of how the actual performance of the FY 2016/2017 affected our compliance with the fiscal responsibility principles and the financial objectives as detailed in the CFSP for FY 2017/18. The paper is being prepared at a time when significant progress has been made in operationalizing the County Government.
