Abstract

The report is structured into four sections as follows; Chapter One provides an overview of the report Chapter Two outlines the recent economic development and fiscal outlook at the Global, National and County Levels. Chapter Three outlines the County strategic objectives and the various programmes that the County is implementing to achieve her objectives. Chapter Four covers the fiscal and budget framework with projected resource envelop and departmental ceilings.
