dc.description.abstractThe process of formulating this policy entailed comprehensive audits of the Sessional Paper No. 4 of 2004, Energy Act 2006, sector laws, by-laws and regulations, other policies, administrative procedures, government guidelines and circulars relating to energy. All the energy sector organizations carried a situational analysis and prepared a position paper that formed the basis for the initial draft of the policy which was then shared and discussed with stakeholders at a National workshop in Nairobi followed by 48 workshops in the other 46 counties. Desktop analysis and benchmarking with several selected countries were also undertaken. Further consultations with key government ministries, departments and agencies as well as key energy sector stakeholders were held. A National Validation Workshop was held on 14th March 2014 where several suggestions and comments were received, including request by several stakeholders for additional time for submission of more comments, both orally and in writing.
