    Abstract/Overview

This Peacebuilding and Conflict Management Sessional Paper is a culmination of the consultative process which commenced in 2005 in an effort to strengthen, co-ordinate, and integrate various conflict management initiatives by the state and non state actors, It included a review of relevant literature that included relevant research, policies, strategies, legislations, reports, protocols and publications, This review informed the collection of views from the wider public at various levels ranging from the community level, through the then District, Provincial and national levels targeting a broad array of stakeholders including Government ministries/departments, academia, development partners, regional organizations, CSOs, women and youth groups, communities, private sector and local authorities, Its provisions are in line with the spirit in our Constitution. The vision of the policy is to enhance coordination in prevention, mitigation and management of conflicts as well as sustained peacebuilding processes in the most participatory, cultural sensitive, inclusive, transparent and accountable manner. This policy framework is the Government's deliberate effort towards developing a comprehensive, legal and administrative mechanism to govern peacebuilding and conflict management processes in the country. The policy aims and aspirations expressed in this paper will however remain elusive if the identified policies and strategies among others, are not put in practice by respective players.
