Kiambu County Budget Review and Outlook Paper 2017

Abstract

The County Budget Review and Outlook Paper (CBROP) have been prepared in accordance with the Public Finance Management Act (PFMA), 2012 and is the Fifth to be prepared by Kiambu County Government. The Paper reviews and analyses actual fiscal performance during Financial Year 2016/17.It further presents updated forecasts with sufficient attention to changes from the projections outlined in the 2017 County Fiscal Strategy Paper (CFSP). It gives an overview of how the actual performance of the FY 2016/17 budget impact on compliance with the fiscal responsibility principles and the financial objectives as detailed in the 2017 CFSP. The County will continue to focus on revenue mobilization. It will ensure resource allocation shifts from recurrent to capital expenditures while ensuring efficiency and effectiveness of public resources. The government will continue to emphasis on fiscal policy strategy in order to ensure efficient and effective service delivery as well as fiscal sustainability. More emphasis will be given to higher investments in agriculture, human health, infrastructure development, and good governance for sustainable growth for the future.
