dc.description.abstractThe Government has developed this National Policy and Action Plan on Human Rights, in recognition of its primary responsibility to observe, respect, protect, promote and fulfil the rights and fundamental freedoms in accordance with the Constitution of Kenya, 20 I 0. The purpose of the National Policy and Action Plan is to give effect to Chapter Four of the Constitution by providing a comprehensive and coherent framework that elaborates broad human rights principles to guide the Government and other actors in carrying out their work in a way that enhances the enjoyment of rights by the people of Kenya. The Government has thus prepared this Sessional Paper on the National Policy and Action Plan on Human Rights with the clear understanding that in order to deliver on its human rights agenda, Kenya needs an overarching comprehensive and coherent framework that integrates and mainstreams human rights principles in national development planning, implementation and evaluation in all sectors. The development of this policy therefore is a reaffirmation of the Government's commitment to address the various human rights challenges as it moves towards the creation of a better, cohesive and just society...
