    Abstract/Overview

    The County Integrated Development Plan (CIDP) provides general guidelines on the development process including; providing an analysis of county’s resource potential, offering a basis for resource allocation, assigning roles and responsibilities to the stakeholders, providing a yardstick against which performance can be evaluated, enhancing development coordination, ensuring timely project implementation, providing a data bank of project information that ensures informed decision making and facilitating effective community participation in development process. However, in striving to link policy, planning and budgeting, annual development planning is vital in prioritizing proposals of the county into annual targets aggregating into the achievements of county aspirations as captured in the five-year CIDP. In addition, annual development planning is a tool upon which approved annual budgets can be executed within a framework of public participation, informed prioritization, good governance, integrity, transparency, accountability, sustainable development and performance measurement
