dc.description.abstractThe County Fiscal Strategy Paper (CFSP) sets out the government policies and priorities that will be implemented in the fiscal year 2020/2021 and over the medium term. It is the primary financial policy document which identifies the broad strategic priorities and policy goals that will guide the preparation of the County budget for the next financial year and over the medium term. The paper lays ground for the preparation of 2020/21 budget. The CFSP 2020 has been prepared pursuant to Section 117 of the PFM Act 2012 which requires the County Treasury to prepare County Fiscal Strategy Paper and submit it to the County Assembly by 28th February of each year. The paper has been aligned with the national objectives as captured in the Budget Policy Statement, with application of fiscal responsibility principles as required by section 107 of PFM Act 2012. The CFSP 2020 has been prepared within the context of a resilient national economy in the face of global challenges. The positive growth prospects over the medium term supported by stable macroeconomic environment and favorable weather conditions are expected to drive agricultural production, value addition, support exports, and leverage on stable commodity prices and access to credit for investment and employment creation in the County.en_US
