dc.description.abstractAn efficient, motivated and well trained public service is one of the major foundations of the Kenya Vision 2030. Indeed, according to the Constitution of Kenya (CoK, 2010) a public service must be build that is efficient, performance or results-oriented and citizen-focused. In fact, an efficient public sector is pivotal for enhanced national competitiveness, economic growth and development, which ultimately leads to a high quality of life for Kenyans as envisaged by the Vision 2030. Public Sector reforms will be guided by the principles in the Constitution 2010 and Kenya Vision 2030 which bind all public officers to observe the principles of efficiency, observe human rights and good governance, integrity, transparency, accountability and sustainable development. The sector will be transformed by building and implementing service delivery systems that will not only ensure efficiency, quality, speed, convenience, dignity in service delivery but also global competitiveness...en_US
