This fiscal strategy paper is framed against a broad fiscal policy and reform measures underpinning the budget for the year 2014/15, outlining expenditures on priority programmes and allocation of resources as per each sectoral medium term plan. These developments together with synergy for devolved systems of administration ensures that the county government will continue with the important function of sustainable economic growth, create employment and ensure poverty reduction.
