This study relates to one of the components of a three-year USAID-supported project on "Enhanced Policy Formulation and Implementation for Micro and Small Enterprises - MSEs" as proposed and implemented by KIPPRA (2003). The aim of the project is to increase the level of adoption of policy recommendations and therefore narrow the gap between policy formulation and implementation. The three components of the project are: (1) Capacity Building and Training; (2) Coordination, Monitoring and Evaluation; and (3) Empowerment of Sectoral MSE organizations. The study was conducted as part of the activities of the third component. Under this component, a strategy will be developed to empower sectoral MSE organizations by enhancing their access to workspaces, marketing and technology services. The strategy to be developed will be the outcome of three activities, namely: (a) conducting a capacity needs assessment for sectoral MSE organizations; (b) undertaking a situation analysis on workspaces, marketing and technology, and (c) developing appropriate models for adoption to improve institutional capacities.en
