Abstract

The Preparation of this County Fiscal Strategy Paper is a requirement under section 117 of the PFM act 2012. the document reviews the County's financial position and performance of Financial yes 2022/2023 and in the medium term and outlines the county government strategic objectives, priorities, programmes and development agenda for for FY 2024/2025 and in the medium term. the development theme for this paper is "consolidating economic gain to enhance sustainable growth through socio-economic empowerment and infrastructure development" which is guided by governors clarion call for "Chakula mezani, Pesa mfukoni". this is anchored on the three-pillar manifesto of food security, socio-economic empowerment and infrastructure development. This document aligns itself with the National Fiscal Objectives in the budget policy statement 2024, fourth medium term Plan (MTP IV) 2023-2027, Vision 2030, Bottom-Up Economic Transformation Agenda (BETA), Sustainable Development Goals (SDGs), County Integrated Development Plan (CIDP) 2023-2027, County Annual Development Plan CADP 2024/2025 and the Governor's Manifesto
