Abstract

This policy document emphasizes preparedness on the part of the Government, Communities and Stakeholders in the field of disaster concerns. In this regard, the policy provides for the enactment of an Act of Parliament to promote and facilitate coordination of disaster management through establishment of a National Disaster Authority. An institutional framework along with appropriate legislation is considered to be the best way forward in ensuring that Kenya responds adequately to disasters.
