Turkana County Annual Development Plan 2024/2025

Abstract

The Annual Development Plan (ADP 2024-25) has been prepared in accordance with Section 126 of the Public Finance Management Act 2012 with the aim to integrate CIDP priorities into the short-term development planning agenda and further promote the linkage between planning and budget as envisaged in the Constitution of Kenya 2010. Priority programmes and projects captured in this plan have therefore been carefully designed to build on the gains made from implementing CIDP III while focusing ahead, in accordance with Article 220 (2) of the Constitution of Kenya. The ADP FY 2024/2025 draws its programmes and projects from the Third generation CIDP and the sectoral priorities highlighted in the Governor’s 9 Point Agenda. These include Water, Health services and Sanitation, Education and Child protection, Food security, Trade, industries and enterprise development, peace building and conflict management, Land mineral and Natural resources management, Wealth creation, Collaboration and Strategic partnership. The preparation of the Plan involved a consultative process by all stakeholders including the County Departments, Non-Governmental Organizations and the general public. To incorporate the public views, public participation was carried out across all the county administrative units. The public views and was captured in the ADP.
