Abstract
The Comprehensive Integrated Development Plan (CIDP) articulates the role of Kisumu County in promoting and maximizing socio-economic development. This is understood broadly as the overall improvement and enhancement in the quality of life of all people. At its core is a focus on addressing poverty, inequality, security, and social injustices while providing for the participation of its Citizens in charting their own development. The CIDP sets out what the county is doing or plans to do, and articulates where and how external stakeholders, such as contracted service providers and organizations receiving City grants, shall contribute to creating an opportunity, safe, caring, inclusive and well run county that allows people to reach their potential. The Comprehensive Integrated Development Planning is an approach to planning that involves the entire county and its citizens in finding the best solutions to achieve good longterm development. The CIDP is a super plan for Kisumu. It gives an overall framework for development and aims to co-ordinate the work of county, sub-counties and other spheres of government in a coherent plan to improve the quality of life for all the people living in the county.
