Bomet County Annual Development Plan 2025/2026

Abstract

<p> The County Annual Development Plan (CADP) for the <b>FY 2025/2026</b> has been prepared in accordance with <b>Article 220(2) of the Constitution of Kenya</b> and <b>Section 126 of the Public Finance Management Act, 2012</b>. This plan outlines the priority development programs and projects identified for implementation during the year, aimed at addressing development challenges and achieving the County’s medium-term vision. </p>

<p> The CADP is prepared annually as part of the implementation of the <b>County Integrated Development Plan (CIDP) 2023–2027</b>, which serves as the County’s guiding development blueprint. Its development was <b>consultative</b>, <b>inclusive</b>, and <b>participatory</b>, and aligns with <b>SDGs</b>, <b>Vision 2030</b>, <b>Medium-Term Plan IV</b>, and the <b>Governor’s Manifesto</b>. </p>

<p> The plan identifies development objectives across all sectors and proposes programs to achieve them. By reviewing the previous year’s performance, it highlights gains to be consolidated and outlines strategies to address emerging challenges. </p>

<p> This document guides the <b>Medium-Term Expenditure Framework (MTEF)</b) budgeting process for FY 2025/2026, including the preparation of the <b>County Fiscal Strategy Paper, 2025</b>, and ultimately the <b>budget estimates</b> for the year. </p>

<p> It is noted that the County Government’s resource basket remains insufficient to finance all proposed projects and programs. Therefore, there is a need for enhanced <b>resource mobilization</b>, engagement with <b>development partners</b>, collaboration with <b>stakeholders</b>, and improved <b>own-source revenue collection</b> to bridge funding gaps and meet the development aspirations of the people of Bomet. </p>
